Our History
Victim Services Toronto was created by the Toronto Police Service and a committee of local community agencies to provide crisis and support services to individuals, families and communities affected by crime and sudden unexpected tragedies.
In 1979 the Toronto Police Service engaged and enlisted a number of local community agencies to assist and advise them in developing immediate crisis services for victims.
In 1981 the Emergency Community Services (ECS) Program was established as a one-year pilot project which was managed by the Salvation Army and operated by their volunteers. The program worked from Toronto Police Service 13 Division.
In 1986 the program was renamed Victim Services.
In 1988 Woodgreen Red Door Family Shelter became the sponsor agency of Victim Services Toronto.
By 1990 Victim Services Toronto was fully operational at Toronto Police Service Headquarters with core funding from the Ministry of Solicitor and the City of Toronto.
On February 16, 1996 Victim Services Toronto became an independent not-for-profit registered charity.
